THDA administers federal funding for programs designed to assist low-income households with energy costs through improved efficiency measures and assistance with energy expenses.
Weatherization Assistance Program (WAP)
The Weatherization Assistance Program is designed to help low-income households in lowering their fuel costs through increased energy efficiency. Households that include young children, elderly or disabled members are given priority for service. Weatherization assistance will reduce heat loss and energy costs by improving efficiency. Weatherization funds can be used to provide weather stripping, caulking, and adding of insulation to attics, walls and floors.

Low-Income Home Energy Assistance Program (LIHEAP) Model Plan
THDA invites public comments on the proposed Program Year 2027 LIHEAP Model Plan.
LIHEAP provides energy assistance to income-eligible households across Tennessee to help reduce the burden of home energy costs.
In accordance with federal requirements, THDA will hold a public hearing to provide an opportunity for stakeholders, community members, and interested parties to review and comment on the proposed Model Plan prior to submission to our Federal Partners.

The Low-Income Home Energy Assistance Program (LIHEAP) is a federally funded grant program created by the Omnibus Reconciliation Act of 1981. The program aims to assist low-income households, primarily those who pay a high proportion of household income on home energy, in meeting their immediate energy needs. In Tennessee LIHEAP is administered through a network of 19 local agencies that reach all 95 counties. LIHEAP is a one-time assistance offered to help defray heating and cooling expenses, as long as funding is available.
Application Process
LIHEAP applications will be accepted online beginning November 1, 2025 at 8:00am CST for the 2025-2026 program period. LIHEAP assistance amounts will range from $174 to $750 depending on household energy burden.
