About THOMAS
Tennessee Housing Online Management Application System (THOMAS) is THDA’s online portal for accepting applications for Low-Income Housing Credit and Multi-family Tax-Exempt Bond Authority programs.
Documents below may contain a notation at the end.
- BOTH = indicates that the document can be used for both the competitive LIHTC program and the MTBA with non-competitive LIHTC program;
- C LIHTC = document can only be used for the competitive LIHTC program
- MTBA with NC LIHTC = document can only be used for MTBA with non-competitive LIHTC program
- C and NC = document can be used for both competitive and non-competitive LIHTC programs
- MTBA = document can only be used for the MTBA portion of the MTBA with non-competitive LIHTC program

The THOMAS User Manual below will provide applicants with additional resources and instructions for both Multi-family Programs. THDA is in the process of updating guidelines, notices, and attachments for the 2025 Initial Application cycles and will publish those items in the very near future.
