Project-Based Vouchers (PBV) – Applicants/Tenants
The Project-Based Voucher (PBV) Program is a rental assistance program designed to increase affordable housing access by partnering with property owners with available rental units for eligible low-income families, seniors, and individuals with disabilities. It links federal subsidies to qualified housing units on behalf of eligible families.
Rental assistance is tied to the housing unit; therefore, a household who moves out of a PBV housing unit does not have any right to continued rental assistance.
PBVs are only available within THDA’s 72 counties service area. PBV Coverage Map
Under the PBV program, THDA will enter a Housing Assistance Payment (HAP) Contract with a specific owner for specific units and for a specific term. The owner and THDA will refer to the PBV waiting list to fill vacancies at specific properties. The rental assistance is given to the unit and not to the family.
PBV Properties and Waiting List
THDA is currently onboarding properties to participate in the PBV Program. As new properties join the program, they will be announced here. Applicants must apply directly to the property where a PBV waiting list is open. This is not part of the Housing Choice Voucher (HCV) Program wait list.
PBV Properties
THDA does not manage any PBV waiting lists. Each participating property is responsible for maintaining its own PBV waiting list and application process.

Applicant/Tenant Briefing Video
ALL ADULT (defined as eighteen (18) years of age or older, even if still a student) household members MUST review the PBV Applicant Briefing Video. During the briefing, you will learn about the PBV Program and how you can be a successful participant. Once you have completed the briefing video, you and all adult members will need to sign, date, and return the Briefing Acknowledgement Statement that was sent to you within fourteen (14) days of receipt.

Can I afford this unit?
The Rent Affordability Calculation Tool is a Rental Calculator that estimates what a voucher family can afford based on program rules. THDA is now using Small Area Fair Market Rents (SAFMR) to better match rent limits with local prices.
This helps participating families in the Housing Choice Voucher and Project-Based Voucher Programs find more housing options and supports landlords offering fair and competitive rents. We have added the above new online Rental Calculator to help you quickly estimate housing assistance based on the unit’s zip code, bedroom size, and rent amount. The calculator gives an estimate only. Actual rent may change based on utilities and other factors. All calculations are reviewed and approved by THDA. Use the calculator to see what is affordable under the new SAFMR guidelines.
