THDA awards $600,000 grant to help build Girls’ Extended Care homeTitle

CHATTANOOGA, Tenn. (June 17, 2026) – The Tennessee Housing Development Agency (THDA) awarded Partnership for Families, Children and Adults (Partnership) $600,000 on Wednesday, June 17. The award is funded through the Tennessee Housing Trust Fund (THTF) and will support the construction of the Girls’ Extended Care home for young women aging out of foster care.

“Youth aging out of foster care is a major concern across our state as these individuals are highly vulnerable to housing instability,” said THDA Executive Director Ralph Perrey. “We’re proud to support Partnership in this endeavor that will make a positive impact on the lives of these young women.”

The Girls’ Extended Care home will serve up to ten women between the ages of 18-21. It will include ten private bedrooms, common spaces and ADA-compliant features. In addition to housing, residents will receive various life skills trainings and support in education and employment.

“This project will provide safe, stable housing and life-changing support for young women aging out of foster care who are at high risk of homelessness,” said Director of Stability Services Joy Key. “Through adult mentoring, housing, case management, education and employment support and independent living skills development, these young women will have the opportunity to build a strong foundation for a successful future.”

THDA awards THTF grants to non-profit partners for projects that develop or preserve rental housing for low and very low-income households, the elderly and individuals with special needs. Funding for THTF grants is generated from revenue earned through THDA’s Great Choice mortgage program.
