Foster Youth to Independence (FYI) Voucher Program

Program Summary

The Foster Youth to Independence (FYI) Program helps young adults transitioning from foster care obtain safe, stable, and affordable housing through THDA’s Housing Choice Voucher (HCV) Program. The program combines rental assistance with supportive services to help eligible youth achieve long-term housing stability and self-sufficiency. The FYI Program is a partnership between THDA and Tennessee’s Department of Children Services (DCS).

Who May Be Eligible?

To be considered for a FYI voucher, the youth must:

  • Be at least 18 years old and not yet have reached their 25th birthday.
  • Be leaving foster care or have previously exited foster care.
  • Be homeless or at risk of homelessness.
  • Be referred through an eligible child welfare agency or partner organization.
  • Meet HCV program requirements.
Program Assistance

Eligible participants may receive:

  • Tenant-based rental assistance through a Housing Choice Voucher.
  • Housing search and lease-up support.
  • Case management and supportive services through community partners.
  • Connections to education, employment, financial literacy, and other resources that promote independence.
How to Apply

Individuals cannot apply directly to THDA for a FYI voucher.

Eligible youth must be referred through an approved child welfare agency or partner organization. Once a referral is received, THDA will determine eligibility and voucher availability.

Community Partners

THDA partners with the Tennessee Department of Children’s Services (DCS) to identify eligible youth and connect them with housing opportunities and supportive services. Through DCS and its network of community providers, youth can access resources that support a successful transition to independent living.
