The Tennessee Housing Development Agency (“THDA”) was allocated federal funds appropriated under section 3205 of the American Rescue Plan Act of 2021 (P.L. 117-2) (“ARP”) for the HOME Investment Partnerships Program (“HOME”) to provide homelessness assistance and supportive services through the HOME-American Rescue Plan Program (“HOME-ARP”). Program funding can be used for the construction and rehabilitation of affordable rental housing and the provision of supportive services for Qualifying Populations.
Notice CPD-21-10: Requirements for the Use of Funds in the HOME-ARP Program
HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations (QP)
- Those who are homeless (Sec. 103 (a), McKinney-Vento)
- At-risk of homelessness (Sec. 401, McKinney-Vento)
- Those fleeing, or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking
- Those who are part of other populations wherein providing supportive services or assistance would prevent a family’s homelessness or would serve those with the greatest risk of housing instability.
- Veterans and families that include veterans that meet the criteria in items 1 – 4 above.
