Project-Based Voucher (PBV) Program Information for Partners

The Project-Based Voucher (PBV) program is a rental assistance program that links federal subsidies to qualified housing units on behalf of eligible families. PBV is tied to the housing unit within the approved property and is made available to the eligible family.

The PBV program is designed to increase affordable housing access by partnering with property owners with available rental units for eligible low-income families, seniors, and individuals with disabilities.

Unless a special targeted Request for Proposals is offered, PBVs will only be available in the 72 counties within THDA’s Housing Choice Voucher Program service area. See Coverage Map

Property Owners Seeking an Allocation of PBVs

Thank you for your interest in the Project Based Voucher Program. At this time, THDA is not accepting applications or proposals for PBV allocations.

Property owners and developers are encouraged to monitor this page regularly. Future funding opportunities, updates, including any Request for Proposals (RFPs) will be announced and published on this website.

 

Davidson County Project-Based Voucher (PBV) RFP Selection Announcement

In partnership with local stakeholders, THDA executed a Memorandum of Understanding (MOU) to support the administration and implementation of PBV assistance within Davidson County. This partnership strengthens our shared commitment to expanding affordable housing opportunities in the region.

THDA is pleased to announce the selection of projects under the Davidson County PBV Request for Proposal (RFP), which closed on March 31, 2026.

All submitted applications underwent a comprehensive review process. Based on the review, selected projects were identified for further processing and potential award of PBV assistance. A summary of the selected projects and their corresponding evaluation scores can be found in the Review Matrix linked below.

THDA appreciates the interest and participation of all applicants and looks forward to working with selected partners to advance quality affordable housing.
