THDA Awards Over $25 Million in Federal Housing Credits
NASHVILLE, Tn. (September 8, 2025) — The Tennessee Housing Development Agency (THDA) announced late July that it has awarded over $25 million in annual 9% federal Low Income Housing Tax Credits (LIHTC), which will lead to the construction and rehabilitation of 988 affordable housing units in the state. These credits are expected to generate a total of $250 million over the next ten years.
“The Low-Income Housing Tax Credit program is fundamental to building and preserving affordable housing in Tennessee,” said Ralph Perrey, Executive Director of THDA. “Through this program, more affordable housing gets built and more Tennesseans have access to a safe, stable place to call home.”
Established by the Tax Reform Act of 1986, the LIHTC program authorizes state and local LIHTC-allocating agencies, such as THDA, to issue federal tax credit authority to developers. These credits enable developers to attract financing to build or renovate rental housing and reserve all or a portion of units for lower-income households at restricted rents for 30 years, providing long-term housing stability for low-income families.
In Tennessee, THDA awards 9% credits through a competitive application process. 2025 LIHTC awardees of these 9% credits include:

• Brownsville Manor Apartments: Maco Development, Haywood County
• Farview Apartments: Johnson City Housing Authority, Washington County
• Gateway at Lynchburg: Gateway Management, Moore County
• Golden Age Retirement II: Village LHP Capital, Knox County
• Lexington Village: Alco Management, Inc., Henderson County
• Lincoln Homes 1: Clarksville Housing Authority, Montgomery County
• Londonview Apartments: The Hallmark Company, Loudon County
• Lynchburg Manor: The Hallmark Company, Moore County
• Maplewood Village: The Hallmark Companies, Fayette County
• Miller Crossing: Winters Construction, Warren County
• The Preserve at Priest Lake: Waypoint Housing Insights, Inc., Davidson County
• Thompson Landing: King Thompson, Knox County
• Trinity Community Commons: Trinity Commons, Davidson County
• WCO Belmont: Woodbine Community Organization, Davidson County
• Westside Phase 2A: Columbia Residential & Chattanooga Housing Authority, Hamilton County
