JACKSON, Tenn. (July 23, 2026) – The Tennessee Housing Development Agency (THDA) and Jackson Housing Authority (JHA) celebrated the grand opening of BlueCreek Apartments on Thursday, July 23. The 54-unit project was financed in part through low-income housing tax credits (LIHTC) awarded by THDA with an equity investment of $23 million.
“BlueCreek Apartments represents an important investment in Jackson and its residents,” said THDA Executive Director Ralph M. Perrey. “THDA is honored to partner with Jackson Housing Authority in this development, which will provide much-needed affordable housing and create greater opportunities for the people of this community to build stable, successful lives.”
The 2- and 3- bedroom development features a community room, computer room, dedicated provider space and a laundry room. A portion of the project is replacing public housing locations that served the community for over eight decades with modern and high-quality affordable homes to better meet the needs of residents of Madison County.
The apartments are one of two BlueCreek developments being funded through LIHTC awards. In July of 2025, THDA and JHA also broke ground on The Cottages of BlueCreek.
“The award of the 9% Low-Income Housing Tax Credit from THDA and the opening of BlueCreek Apartments mark a defining moment for the Jackson Housing Authority and the City of Jackson,” said JHA Executive Director Mark Reid. “This investment allows us to expand access to safe, modern, and affordable housing, creating new opportunities for families to thrive.”
The LIHTC program is the nation’s single largest federal resource for affordable housing development. Through the program, states award federal tax credits to housing developers, who use them to attract private investment and secure financing for affordable housing projects. Investors can claim the credits for a 10-year period, while the developments provide long-term affordable housing options for low-income individuals and families.
