THDA and Jackson Housing Authority Host Groundbreaking Ceremony for BlueCreek Apartments and The Cottages of Bluecreek

NASHVILLE, Tn. (June 4, 2025) — Tennessee Housing Development Agency (THDA) and the Jackson Housing Authority (JHA) held a groundbreaking ceremony for BlueCreek Apartments & The Cottages of BlueCreek on Wednesday, June 4. Both development projects are being primarily funded through low-income housing tax credits (LIHTC) awarded by THDA with an equity investment totaling up to $23 million.

“The low-income housing credit program is extremely competitive across the state,” said THDA Executive Director, Ralph Perry. “We were grateful that the Jackson Housing Authority applied and presented a solid plan to construct new housing units in the area for individuals and families in need of a stable place to live.”

According to the National Low Income Housing Coalition, Tennessee is short 128,000 low-income housing units. Additionally, only 42 rental homes are affordable and available for every 100 extremely low-income households in the state. THDA and partners like the JHA play a crucial role in addressing the housing shortage by promoting the production, preservation and rehabilitation of homes for low to moderate-income Tennesseans. The new developments will consist of 112 affordable housing units for low-income families in the Jackson, Tennessee area.

“This groundbreaking ceremony couldn’t happen at a better time, creating more affordable housing for the community. The BlueCreek Apartments & The Cottages of BlueCreek represent a significant step forward in addressing the pressing need for affordable housing in Jackson," said Mark C. Reid, Executive Director of the JHA. “This project, made possible through the use of low-income housing tax credits administered by THDA, will provide much-needed relief and stable homes for 112 families, directly impacting our community's well-being.”

The new affordable housing units will be conveniently located across the street from the JHA. A portion of the development will replace Allenton Heights following its demolition later this month. The projects will include a community room, computer room, dedicated provider space, laundry room and a playground.

Since 1987, THDA has contributed to the development or rehabilitation of more than 93,000 affordable housing units. The agency continues to expand safe, sound and affordable housing opportunities throughout the state.
