2026 QAP Regional Housing Needs Model & Methodology
The 2026 QAP siting model is premised upon a regional housing needs methodology. Counties are
grouped into MSA-based regional pools. Then, within pools, areas are scored based on a series of
indicators, detailed below. In doing so, we aspire to develop a model that uses the needs of a region
as the primary driver of where housing should be sited.
