Consolidated Plan Regional Market Analyses
As a part of the 2025 Consolidated Planning process, THDA’s Research and Planning Division conducted a statewide housing needs assessment to better allocate the five HUD formula grant programs (HOME, NHTF, ESG, HOPWA, and CDBG). For each of Tennessee’s 9 development districts, THDA engaged a focus group of housing stakeholders including community members, local governments, non-profits, and other service providers to better assess the most pressing housing needs, in addition to comprehensive descriptive analysis using publicly available and acquired datasets.
