Fair Housing Complaints

If you believe your right to fair housing has been violated, you may receive assistance or file a complaint through the following agencies.

Filing a Complaint with THDA

If you are receiving benefits or services through a program administered by THDA, such as the Housing Choice Voucher, Emergency Solutions Grant (homelessness/rapid rehousing), Low Income Home Energy Program (LIHEAP), Weatherization Assistance or HOME programs, you may file a complaint of discrimination directly with THDA. Complaints can be filed using THDA’s complaint form by email or mail. THDA only investigates complaints of housing discrimination where a THDA program or activity is involved. THDA coordinates with state and federal agencies when conducting housing discrimination investigations as required.

If you live in a HUD low-rent or subsidized apartment, you must report all complaints, including those alleging housing discrimination to the CGI Federal Contact Center at (888) 384-3540, TTY (800) 848-0298, Spanish TTY (866) 503-0263, or email a written statement to pbcacontactcenter@cgifederal.com. The hours of operation for the contact center are Monday-Friday, 8:00 am to 5:00 pm Central / 9:00 am to 6:00 pm Eastern (leave message after hours).

Discrimination Complaint Procedures

 

Filing a complaint with the State of Tennessee

The State of Tennessee Attorney General Civil Rights Enforcement Division (CRED) investigates discrimination in housing, employment, public accommodations, and education. Tennesseans who believe they have experienced housing discrimination based on their race, creed, color, national origin, religion, sex, disability, or familial status may file a complaint with the Civil Rights Enforcement Division. The fastest way to submit a complaint is through CRED’s online complaint portal.  If you require a paper form, you may request one at CRED@ag.tn.gov or by calling (615) 741-5825.
