Low-Income Home Energy Assistance Program (LIHEAP) Model Plan
THDA invites public comment on the proposed Program Year 2026 LIHEAP Model Plan. LIHEAP provides energy assistance to income-eligible households across Tennessee to help reduce the burden of home energy costs.
In accordance with federal requirements, THDA will hold a public hearing to provide an opportunity for stakeholders, community members, and interested parties to review and comment on the proposed Model Plan prior to submission to our Federal Partners.

As part of federal compliance, all federally funded recipients must ensure their program websites align with the following guidelines:
- Remove any ACF or HHS logos from your website.
- Add a disclaimer clarifying the relationship between your website and federal agencies. For example:
